I worked in my homestate in 2013 from Jan-March, then worked in North Dakota until August. I drew unemployment in Texas and exhausted my benefits, can I draw off of North Dakota now?

No you cannot do that. UI benefits are non transferable, non revolving in nature.

Go directly to the ND unemployment website. If you meet the ND criteria, then YES YOU CAN FILE IN ND.  

My hubby works pipeline in 3 states. He can draw unemployment benefits in each of the 3 states, he just has to file separately in each state.

File and collect those benefits!  You earned them!
