I am a graphic designer and my full time job is laying me off as of Jan 1st.

 I am I able take on freelance work can I still receive benefits? is there an hourly or monetary ceiling I have to be below in order to still collect unemployment?

If so what are the hours or monetary rate?

Or will I be considered a small business and therefore not be able to collect benefits?

Your claim for unemployment benefits will be purely based on your full time job.

As far as I am aware,there is no criteria to be met on monetary rate per hour.Please file for unemployment with your state and disclose all information including the free lancing.
